She is a native of Kansas City, Missouri, and a graduate of Central Missouri State University, with a Bachelor of Science in Criminal Justice and Psychology, along with a Masters in Public Administration.  Cicely has over 15 years of experience in mastering the negotiation and compliance of government contracts and successfully navigating through complexities.
